spoke out vigorously against what Henry Clay called the american system.--Madison believed federal money should not be used to benefit one portion of the country or individuals to make money. 

The American System supported a national bank, internal improvements, and the goal of creating an industrial country. Madison attempted to block bills which would give tax dollars to creating canals, roads, and other improvements to help trade.
