Although this problem can be solved easily if given the figure, we can simply imagine to solve this. We see that we are given two points of the quadrilateral which are (2, 4) and (2, 3). This means that from P to Q, there is only a distance of 1. Since a quadrilateral has 4 equal sides therefore the perimeter is 4 units.
