An advantage of having two houses in Congress would be the fact that this allows for thoughtful deliberation when dealing with laws. Instead of bills quickly being passed with little regard, having two houses means any bill will have to be scrutinized not once, but twice. A disadvantage, however, is the fact that this can often result in a snail-pace when it comes to legislating. With two houses, gridlock can be a common occurrence, which, at times, might have negative impacts on the population.
