Equation of a line is given by y - y1 = m(x - x1); where m = (y2 - y1)/(x2 - x1)

y - (-1) = ((5 - (-1))/(-1 - 3))(x - 3)
y + 1 = ((5 + 1)/-4)(x - 3)
y + 1 = (6/-4)(x - 3) = -3/2 (x - 3) = -3/2 x + 9/2
y = -3/2 x + 9/2 - 1
y = -3/2 x + 7/2
